Welsh Assembly launches sustainable buildings consultation (07/05/2009)
Welsh Assembly Housing Minister Jane Davidson has announced a move to cut carbon emissions and improve sustainability, which environmentalists say will put Wales five years ahead of England in the race to a achieve a ‘zero carbon’ target. Ms Davidson has issued the final Ministerial Interim Planning Policy Statement on Planning for Sustainable Buildings, as part of the Assembly Government’s ‘Planning for Climate Change’ agenda. The statement details the planning policy, which sets out minimum levels of sustainability for new buildings in Wales, and will be incorporated into a consolidated version of Planning Policy Wales, due at some point this year. The consultation issued alongside the statement, Technical Advice Note (TAN) 22 – ‘Planning for Sustainable Buildings’, seeks views on sustainable building standards, preparing development proposals to deliver sustainable buildings, the role of local planning authorities and setting higher local requirements for sustainability on certain sites. It closes on 31 July 2009. BCSC should consider responding to this consultation, in advance of the Government’s announcement of a consultation on zero-carbon non-domestic buildings, and following the UK Green Buildings Council’s work on the Code for Sustainable Buildings. The Welsh consultation could influence the contents of UK-wide regulations on sustainable buildings.

DECC launches third consultation on the Carbon Reduction Commitment (12/03/2009)
The Department for Energy and Climate Change has launched a consultation on the Draft Order to Implement the Carbon Reduction Commitment (CRC). The CRC will have implications for all non-domestic buildings that have an annual half-hourly electricity use of above 6,000 MWh (an electric bill of £1million and over). The CRC is due to begin with a three year Introductory Phase in April 2010. The CRC is an emissions trading scheme, aimed at reducing carbon dioxide emissions from large non-energy intensive organisations in both the public and the private sector, and is expected to involve approximately 5,000 firms. The resulting improvements in energy efficiency are predicted to deliver at least 4 Mt of carbon dioxide savings by 2020. A User Guide, aimed at providing organisations that will participate in the CRC with guidance on how to prepare for the scheme and the actions that participants need to undertake, has been published alongside the consultation. The User Guide is still in draft form and will be revised over the course of 2009 to incorporate any changes that may occur following the consultation. The consultation closes on 04 June 2009 and BCSC is currently considering responding to it. BCSC has also recently published a guidance note on the CRC, available free to Members on the BCSC website.

‘Heat and Energy Saving Strategy’ consultation launched (12/02/2009)
The Department of Energy and Climate Change (DECC) and the Department for Communities and Local Government (DCLG) have jointly published a consultation on 'Heat and Energy Saving Strategy'. The consultation sets out the Government’s heat and energy saving policy to 2020 and beyond, asking for the views of communities, businesses, the public sector and industry on policies aimed at reducing carbon emissions from heating homes and businesses and contributing to the 20% EU renewables target by 2020. The Government's strategy for saving energy and decarbonising heating includes taking advantage of the economic opportunities presented by the shift to a low carbon economy in the UK and in the rest of the world and reducing the UK’s emissions and increasing the use of renewable energy in line with the demands of carbon budgets, renewables target and the ultimate target to reduce greenhouse gas emissions by 80% by 2050. This consultation is launched alongside a further two consultations regarding energy-saving in households. The consultation closes on Friday 8 May 2009. BCSC should consider responding to this consultation regarding the ways in which businesses and developments can best save heat and energy.
