Better Towns Centres at Night: Raising the Standard and Broadening the Appeal (2010)

In partnership with the Association of Town Centre Management (ATCM), the BCSC Educational Trust commissioned the former Civic Trust, to provide an understanding of the challenges facing towns and city centres at night.
The last five years have seen major advances in the organisation, regulation and control of town centres after hours, but policy makers and managers can do more to understand existing and potential consumer markets. Towns need to raise standards in trying to meet consumer aspirations for quality, variety and choice - what will result may well look and feel different but town centres can be more successful and more inclusive, sociable and convivial by day and night.
The evening and night time economies are vital ingredients in the appeal of town centres, however, it is a volatile sector. Get it right and town centres will enjoy an income from tourism, visitors and leisure. But get it wrong and the reputation and image of a centre can plummet overnight - sometimes taking years to recover. Taking on a case study approach, the report draws on the experience of towns and cities to offer some pointers to the future, at a time when many previous certainties are now surrounded in doubt and the future for town centres is as challenging as ever.
Town centres are now very much mixed-use locations serving different clientele at different times of the day and night. One plan no longer fits all. The way forward is in the fine grain of uses, activities and times. One of the report's key recommendations highlights that town centre managers can take good practice from shopping centre managers in seeking to recruit a good mix of brands to offer greater quality and choice after hours.
